2038 World Cup as Catalyst for National Grade-Separated Transit Act

Grade-separated transit is a racial justice issue — Black and brown communities bear the worst of car-centric pollution and disinvestment. This act must include community benefits agreements.
Expect lawsuits and NEPA delays to push 2038 beyond reach — just like every US transit project since the 1970s.
What happens to the 20 metro areas that don't get selected? This bill creates winners and losers, and we all know the politics will favor sunbelt swing states, not transit need.
