E-Moped License and Classification Reform
I think that there should be a separate class of Electric or gasoline bike that is considered a moped. It doesn't need pedals, can go up to 35 MPH, and is road legal in places with speed limits of 35 or under. However, it requires either a driver's license or a separate license obtainable for people 14+. This would help reduce the amount of dangerous riding by people doing 55+ on E-motos. It would educate people on traffic laws while still letting kids have their fun legally. Thoughts?
Class M at 35 mph is pointless without dedicated enforcement on low-speed roads.
Low-income teens are the primary users of these vehicles. The safety course must be free or subsidized to avoid creating a new barrier.

I see the safety concerns on one side and the mobility needs on the other. A tiered license with a subsidized course could actually bridge that gap.
