E-Moped License and Classification Reform

I think that there should be a separate class of Electric or gasoline bike that is considered a moped. It doesn't need pedals, can go up to 35 MPH, and is road legal in places with speed limits of 35 or under. However, it requires either a driver's license or a separate license obtainable for people 14+. This would help reduce the amount of dangerous riding by people doing 55+ on E-motos. It would educate people on traffic laws while still letting kids have their fun legally. Thoughts?
