Regulate Nuisance Residential Alarms with Registration and Fines
Houses that have alarms that sound need to be outlawed. A house on our street for the last week has frequently gone off during the day time hours while the owner has left. It stops for 5 minutes and then kicks off again. An alarm going off does not alert anyone, no one chdckes, it doesn't deter burglars, its just an annoyance I WFH home, its too hot to leave the windows closed so ive had to listen to it during the day. I approached the owner to let them know and they aplogised but continue to turn their alarm on as they leave for work and then its goes for while they're gone, every day since Sunday over a week ago. A law needs to come in to stop them as they're a nuisance
Low-income homeowners will be hit hardest by fines and registration fees, so the ordinance must include waivers or sliding scales. Without that, it's a regressive tax on people who can't afford to fix a faulty system.
This plan works on paper but the fines need to be high enough to actually change behavior, not just fund bureaucracy. Cities with $50 fines see repeat offenses; $250 per incident is more realistic to drive repairs.
New York City's alarm regulation cut false alarms by 70% after five years, proving registration and fines work. But it required a robust enforcement system and public education campaign to avoid backlash.
The lack of a clear false alarm definition means homeowners could be fined for actual break-ins.

This gives neighbors immediate relief from chronic noise and frees up police for real emergencies. Plus, automatic shut-offs mean alarms still serve their purpose without becoming a public nuisance.
Both security and peace are valid concerns; a registration system with a grace period for repairs could satisfy both sides. The key is to make enforcement fair and the process transparent.
