Taller Median Barriers for Bay Area Highways

I've been thinking about how to make highways safer, after living in the area for quite some time, and seeing crash footage posted on here from time to time. It was one thing to be another viewer to another crash, but it was another to learn someone in a fatal accident was someone familiar. Since then I've wondered how that accident could've been prevented, or how similar accidents could be prevented in the future. The solution seems somewhat simple, unless I'm missing something. Taller median barriers on highways would prevent passengers from being ejected to opposing traffic. The current concrete barriers along much of the highways are not tall enough to prevent debris from spilling over to opposing traffic. I think additional fencing or layering of additional concrete barriers on top of these concrete barriers would benefit drivers for multiple reasons besides preventing these sorts of accidents. As newer cars headlights get brighter and brighter, and rubbernecking contributes to accidents, it may be beneficial for highways to visually block off oncoming traffic. This may also discourage deer from crossing highways if they are unable to jump these barriers, which could help prevent wildlife related accidents. I also think this would help discourage mentally ill or unhoused people from attempting to cross. After reaching out to some different offices about this it seems, to my understanding, that the jurisdiction falls under CalTrans. Besides that the jurisdiction seems somewhat confusing as I'm unsure how CHP, Sheriffs, and local PD play into local highway jursidictions, or how city governments play into them. If anyone is interested in developing/brainstorming this idea or topic , I am interested in hearing feedback or learning how to further this through the proper channels. I hope that eventually highways can become safer through continued infrastructure construction and innovation, whether its this, or safer tech on cars and motorcycles, or installing first-aid kits and fire extinguishers every so often along emergency lanes. I know the Bay Area is full of ideas and solutions.

We cannot keep accepting 3,563 highway deaths a year when proven alternatives exist—every pedestrian, unhoused person, or driver crossing these medians has a right to survive the trip. Taller barriers block deadly glare from modern headlights and deter unauthorized crossings, directly saving Black and Brown communities disproportionately affected by traffic violence in Oakland and San Jose.

This mirrors what happened when we raised bridge rails after the 1960s—engineered height increases cut over-the-side fatalities dramatically. California's own CHP data confirms 25% of highway fatalities involve median or cross-median crashes, and we already saw TXDOT reduce crash severity by 38% with taller barriers. Why ignore that precedent?
