Toronto LRT Accountability and Performance Reform
I’ve been on transit in BC, MTL, Asia, US, in the snow, in freezing rain, on bus, ferry, train, skytrain, LRT. The Toronto LRT is somehow by far the most unreliable, inconsistent and just horrible. What was is like 15 years to build? Ive had delays every week? Every few days? Brake issues, track issues, signal issues, etc it’s endless. Did the car manufacturer mess up? the contractors? The city needs to hold these parties responsible…
An independent oversight board is the only way to break the finger-pointing cycle. Metrolinx and Crosslinx have spent years blaming each other while the public pays the price — a neutral body with real enforcement teeth can finally assign fault and force fixes.
This board must include community representatives, not just bureaucrats. The people of Eglinton have lost four years of transit access — they deserve a seat at the table when accountability decisions are made.
We've seen this before — the Big Dig in Boston had a similar oversight board that saved billions by catching contractor overruns early. The model works when it has independent funding and subpoena power.
What happens when the board finds Alstom at fault but the contract has no real penalty teeth? We could end up with another layer of bureaucracy that produces reports nobody reads.
A transparent oversight board could restore public trust and unlock funding for future transit. If Toronto shows it can hold contractors accountable, federal and provincial partners will be more willing to invest in Line 2 extensions.
The tension here is between speed and accountability — we want swift action but not a rush to blame. A balanced oversight board can enforce contracts while keeping the project moving, rather than miring it in litigation.
